Facing the expansive 150-meter-diameter rotary at the heart of Changwon New Town’s central axis, Changwon City Hall embodies the character of the city’s core while serving as a symbol of municipal administration. The overall volume unfolds linearly in response to the visual expanse toward the rotary, escaping the authoritarian image of traditional government offices to create an accessible hall that fosters familiarity and vitality for citizens. The masses, articulated along the visual continuity from the rotary, conceptualize scale, while cylindrical joints clearly delineate these segments and function as mediating elements.
