Suji District is a city known for its eco-friendly environment, bordered by the Jeongpyeong Stream to the south and Mount Gwanggyo to the north. However, due to unplanned development, the area is currently dominated by a gray, urban landscape. Furthermore, there is a severe shortage of cultural and welfare facilities. With a vision to become a residential city, an eco-friendly city, and a hub for culture and welfare, Suji District has planned a new comprehensive government complex that houses cultural, welfare, administrative, and educational facilities. The Suji District Culture and Welfare Complex is an open park. By placing cultural, welfare, administrative, and educational facilities atop the park, it serves as the center of Suji’s culture, and a central plaza was created to allow people using these facilities to naturally interact. Furthermore, the building was elevated to ensure that everyone can easily access both the facilities and the central plaza, thereby realizing an open park.
