Reflecting its public nature and symbolic significance as a state-owned enterprise, the National Federation of Fisheries Cooperatives planned a mixed-use tourism resort, including a casino, in the heart of Seoul. By incorporating the sea—a symbol of the Federation—into the facility and concentrating tourist attractions, the plan aimed to create a “Las Vegas within Seoul.” The design, which featured a rooftop beach, was expected to become a new landmark in the city.
