Located in a residential area of Seongbuk-gu, the Seongbuk Tax Office was unable to fulfill its role as a local public facility due to aging infrastructure, structural safety concerns, and cramped quarters. As a public facility situated on a challenging site with limited available land—adjacent to residential buildings and on a sloped terrain—the key challenge of this project was to ensure convenience for both users and local residents while achieving a harmonious integration with the surrounding residential landscape.
