The change in program required architectural modifications. The existing hospital, which had been designed to be closed off and maximize usable floor area, was transformed into a police station featuring a pleasant working environment and a transparent image. By removing sections of the existing structure—which featured a repetitive, parallel arrangement of individual rooms and a closed floor plan—rest areas were created to provide natural light and ventilation, and the floor plan was reorganized to meet the functional requirements of the new program.
