The Jeju Special Self-Governing Province has been planning and developing the Jeju Stone Culture Park—a world-class, quintessentially Jeju-style park spanning 1 million pyeong—from 2001 to 2020, with the main themes of stone, earth, wood, iron, water, and the legends surrounding Seolmundae Halmang and the Five Hundred Generals, who are said to have created Jeju Island. In 2006, the first phase of the Jeju Stone Culture Park, covering 300,000 pyeong, opened. As the first project of the second phase, the province planned to construct a Special Exhibition Hall—a modern art museum set within nature. The purpose of the Special Exhibition Hall is to serve as a venue for the exhibition, storage, collection, and promotion of artworks during the construction period of the Seolmundae Halmang Exhibition Hall (13,000 pyeong), which will be the main exhibition hall of the Jeju Stone Culture Park.
