Goheung County Office was planned to resolve the problems of lacking office space and improve the status of Goheung County as a capital of space aviation. The facade design embodied the Chinese letter (高), which means high and is synonymous with the first Korean letter of Goheung, so as to enhance the symbolism, and the front is headed towards the downtown and the residential development with the east-oriented layout before the mountain and behind the water. The 5m level difference created various and multi-level outdoor spaces, clearly splitting the site into the lower part including civil service and welfare facilities and the upper part including office facilities. The bridge connecting the office building and the council hall serves as a formative object that symbolizes the development of aerospace industry in Goheung. For the site plan, the main focus was to overcome the 5m difference between the main level and the road level, introducing a shuttle bus transit along the main approach to provide the physically challenged with easy access. The difference of three levels beginning from the 20m-wide front road is supposed to form themed yards for the county residents where various events will be held. Also, it clearly separated automobile and pedestrian circulations to enhance the convenience of users.
