Most government agency relocation projects require eco-friendly design and energy conservation (window-to-wall ratio of 40\u201350% or less) as basic conditions. They generally avoid layouts featuring an imposing central plaza at the front that disrupts the urban flow and a main building at the rear, instead prioritizing layouts that maintain continuity with adjacent street-facing buildings. To express the Corporation\u2019s top priority\u2014gas safety\u2014in a straightforward manner, stable horizontal elements were established as the facade concept for each building.
