However, due to unplanned development, the area is currently dominated by a gray, urban landscape. Furthermore, there is a severe shortage of cultural and welfare facilities. With a vision to become a residential city, an eco-friendly city, and a hub for culture and welfare, Suji District has planned a new comprehensive government complex that houses cultural, welfare, administrative, and educational facilities. The Suji District Culture and Welfare Complex is an open park. By placing cultural, welfare, administrative, and educational facilities atop the park, it serves as the center of Suji\u2019s culture, and a central plaza was created to allow people using these facilities to naturally interact.
